I Noticed that David only spoke of the money that the city would save and said nothing about caring for his homeless clients and I politely confronted David during public comments. Some time later I spoke to Inter-agency Council on Homelessness director KRISTY GREENWALT about it. Eric Sheptock on the ICH Committee: Good or Bad?????

In 1987 Ronald Reagan and the 100 th Congress were pressured by the aggressive tactics of the Mitch Snyder Movement into passing the McKinney-Vento Homeless Services Act. This act allows homeless service providers to obtain surplus federal real estate through its Title V provision. It also mandates that school districts be prepared to counsel and assist homeless students. In response to the act's provisions, the U.S. Dept. of Labor (DOL) performed the Job Training Homeless Demonstration Project beginning in 1988 – an effort that ended with 25% of the homeless who took advantage of the program being employed for at least 13 weeks. There are other innumerable effects of the McKinney-Vento Act which are still being felt by the homeless and their service providers today. However, it's worth noting that, while Mitch Snyder and company should be lauded for the progress they made by bringing the plight of the homeless (some of whom were eating from trashcans near the White House)...

Michael Stoops of the National Coalition for the Homeless Is Hospitalized

  Donate on behalf of Michael Stoops It saddens me to report that MichaelStoops of the National Coalition for the Homeless (NCH) has fallen quite ill. He was found on Sunday, June 7 th , 2015 collapsed on the floor at the office where he worked about 70 hours per week. It is good that this very private man had his health crisis at the office rather than while home alone. It would have been better for him not to have had a health crisis at all. I received two calls about Michael on Monday and have visited him on Tuesday and today, June 10 th . With Michael's next of kin being his sister who lives in Indiana, the hospital has designated Jerry Jones of NCH, Michael's sister and a close family friend as the three contacts who are privy to the prognosis reports. Even so, NCH might not have the capacity to field innumerable calls. People are coming together to figure out both how best to support Michael through his recovery and how to fill his shoes in both the immediat...

I've often been bothered by how people distort scripture, science and the words of historic figures or deities in order to make the case for supporting their chosen lifestyle. I tell people to self-validate rather than twisting the words of God, Jesus, Martin Luther King, Jr. or the forefathers. After all, if you're already Hell-bent on living a certain way, why do you seek another opinion??? Your mind is already made up. The Budget Battle to Fund Human need in FY 2013 Has Begun

This post is an addendum to "The Homeless Mentality: A Need for Love and Empowerment" which is 2 blog post below this one. I was ABSOLUTELY PLEASED by what I heard DC Councilman Jim Graham (who has oversight of the Human Services Committee) say at a hearing on March 1st, 2012. I was firmly convinced that he was extremely passionate about fighting for the city's poorest and most vulnerable citizens. It's safe to assume that others in the hearing chamber felt the same way. But, before I explain what was so admirable about the councilman's performance, let me describe the worsening crisis that he was responding to. It's budget season again for DC Government. Same song, different verse. Mayor Vincent Gray (who was the director of the Dept. of Human Services at one time and ran a homeless shelter) is threatening to make deep, hurtful cuts to the human services budget -- in typical mayoral fashion. Man Freezes To Death In Homeless Shelter's Parking lot

Saturday, October 29th was a wet, cold miserable day in Washington, DC. There was a light rain throughout the day. It felt like the temperature was somewhere between 35 and 40 throughout the daylight hours, though I missed the forecast. We even got some snow that evening and had an even colder night. DC Law defines "hypothermia season" in two ways -- by date and by temperature. DC Government's Department of Human Services (DHS) is required by law to provide enough shelter for all people who present as homeless between November 1st and march 31st. However, if it freezes before or after that time frame(including the windchill factor), they must be prepared to provide shelter to all who are in need of it and are within the city limits at that time (regardless of whether or not that person claims to be a resident of the city). A New direction for the Inter-agency Council on Homelessness (ICH) -- and it might include affordable housing FINALLY

On February 24th, 2011 Washington, DC's Inter-agency Council on Homelessness (ICH) had it's first bi-monthly meeting of the year. The ICH was established in 2006 and is mandated by a local law called the Homeless Services Reform Act of 2005 (HSRA). It, by law, is chaired by the city administrator and includes heads of various departments of DC Government along with homeless service providers, homeless advocates and the homeless themselves. The HSRA states that there must be at least 4 meetings per year; but, the ICH has been in the habit of meeting 6 times per year. The bi-monthly meetings are open to the public and there are usually about 100 people in attendance. Thursday's meeting was the first time this body has convened under the administration of newly-elected DC Mayor Vincent Gray. A Month After It All Began

As you well know, homeless advocacy is not just about raising awareness of the homeless issue. After all, it's hard not to know it exists if you live in the city and see homeless people in the storefronts begging for change or dozens of them sitting in the park. Homeless advocacy is about getting results -- improving the lives of the homeless while they are in shelters and on the streets as well as getting them housed and changing the policies that create or perpetuate homelessness. This is true of all forms of homeless advocacy, even on-line advocacy and that which plays out in the mass media. On December 13th, 2010 I found myself at the center of what would become a 4-week long media frenzy. It began with a Washington Post profile of me. That day I was also mentioned in the DC Express (free newspaper put out by WashPo), the Huffington Post (on-line newspaper) and did an interview on BBC (British Broadcasting Corporation) Radio. Missions Accomplished.....And Those Yet To Be Accomplished

We all still have etched into our minds the vision of former president George W. Bush standing on a ship under a banner that reads,"Mission Accomplished". Seven years later, he is still mocked and ostracized for that speech as the Iraq War rages on. Then there is the photo of Bush flying over New Orleans and looking so distant as people suffered below. Thus, he continues to be talked about for his failures -- both foreign and domestic. Some would argue that he actually DID accomplish his mission in New Orleans by willfully ignoring people whom he considered to be second-class citizens who were unimportant. This raises questions about the mission of any and all modern-day U.S. presidents and members of Congress. TED WILLIAMS and ERIC SHEPTOCK: The Same, But Different

You would have to be in a coma or living in a third-world country without the benefits of electricity in order not to know who TED WILLIAMS is. The homeless man from Ohio with the radio voice is all the rage these days. But he is one of several homeless people whose talents and worth are gaining them recognition these days. I just got through doing an interview with WUSA9 NEWS in which he and I were juxtaposed and compared. I must say that we are the same but different. Over the past couple of days, friends and fellow-advocates have told me what I already knew -- that TED WILLIAMS is a homeless man who landed a good job, whereas I am a homeless advocate who helps many homeless people. The media is focused on what has been done for him and what I do for others. To that extent our stories differ, even though we both have experienced homelessness. We both have become media phenoms.
